A/41147596 e-Consult: Sub-National Doing Business in Egypt Project: Reform Phase, the Automation of Construction Permits in Alexandria Governorate Sub-National Doing Business in Egypt Project: Reform Phase, the Automation of Construction Permits in Alexandria Governorate Assignment Description The IFC is seeking the services of a qualified short term local consultant (the Consultant) to undertake an ICT capacity assessment of the municipal government departments involved in construction permit administration in Alexandria Governorate. The purpose of the assessment is to: (i) identify the extent to which construction permit administration can be initially automated (e.g., front counter and back office processing vs. full online interaction with applicants); and (ii) determine the ICT infrastructure upgrades as well as staff ICT capacity development requirements needed in order to successfully implement the construction permit administration system in the Alexandria governorate. The Consultant will receive a detailed briefing at the beginning of the assignment on the functionalities of the construction permitting application as well as examples of ICT capacity assessment questionnaires utilized on similar IFC-conducted assessments of this nature. A/41147596 two) and any other city departments/ministries involved in reviewing construction permit applications, to determine the following: Physical infrastructure supporting ICT (generators, cabling, physical setup for equipment); The inventory of computer equipment (desktops, laptops, printers, scanners, plotters etc.) that is available to support construction permitting; The type and capacity of local area networks/intranets and external Internet connectivity that is available within the relevant government offices; Software applications (back-office or online) that are currently used to support the construction permitting functions (e.g., databases, spreadsheets). Task 2 -- Conduct an assessment of the ICT capacity of the staff in the construction permit administration function (Smart Center and one or two districts) and any other city departments involved in reviewing construction permit applications, in order to determine the following: The level of computer literacy for each staff member involved in administering construction permits (e.g., basic, moderate or advanced). The capabilities of the municipal government ICT department staff to manage licensing software and other database applications, particularly the various required skill sets present (e.g. database administration, system/web development, network administrators, and system administrators). Task 3 -- Conduct a comprehensive inventory of the Alexandria Government ICT department to determine the hosting capabilities present. This would include but not be limited to: Details of any data centers present, including i) redundancies in power, data, operations, ii) information security capabilities, iii) vendor support for hardware maintenance, etc.; Specifications of servers present; Details of systems hosted in each municipal government, including email systems, websites, online transactional systems, electronic payment systems, other back office systems, etc. Other government data centers available to provide backup capacity in case of disruptions in the main data center operation; List of licensed software and vendor support arrangements. If there is no formal ICT department, the consultant should identify and assess local ICT vendors which could be contracted to host and/or manage the software application. A/41147596 Task 4 -- Conduct interviews or a focus group with selected architects and property developers in Alexandria, to determine their level of ICT usage and their ability to submit construction permit applications, and the accompanying design documents, through the Internet. Their use of CAD software should be determined, as well as the quality and cost of commercial internet access services available to support these private sector operators. The consultant should also determine the policies regarding who can submit a construction permit application (e.g., must it be done through licensed and certified professionals?). Task 5 -- Prepare draft reports summarizing the findings and recommendations for Alexandria Governorate. The report shall include specific recommendations concerning: (i) the approach to system deployment (e.g., back office and front counter only vs full online acceptance of construction permit applications); and (ii) ICT infrastructure and staff capacity building required to support the construction permit administration system, including draft technology specifications and implementation plans. These recommendations, once implemented, should lead to the following: i.Sufficient office automation to support construction permitting administration across Alexandria (e.g., all relevant staff to have access to PCs, word processing, email and internet connectivity); ii.Robust internet connectivity at the relevant government offices supported by a well-planned LAN. iii.Municipal government staff who are computer literate and can adopt any ICT systems that may be implemented to support their key operations; iv.ICT department in Alexandria Governorate (Smart Center, Districts,..), that is capable of hosting, deploying and supporting the construction permitting application. This should include the requisite ICT infrastructure and capacity building; or alternatively recommendations for external hosting and support (e.g., other government data centers or private sector service providers). Task 6- Support ICT missions by WBG experts.
