What is SEMS? Integrates goals and elements of the IMCOM Campaign Plan and the Office of the Deputy Assistant Secretary of the Army (ESOH) Strategy 2025 OUTCOME: Sustainable installations that have healthy, resilient and inviting communities 4. SEMS Scope 5 The scope of the SEMS applies to all civilian, military, contract and dependent personnel working for, or on behalf of the USAG Fort Buchanan activities, facilities, and tenant organizations. 6. Environmental Policy 6 Establishes the installation’s commitment to continual improvement, pollution prevention and compliance with legal and other environmental enhancement requirements, demonstrating environmental performance and sustaining efficiency increase by successfully blending Fort Buchanan’s military actions with operational readiness and stewardship. Significant Environmental Aspects 7  Vehicular Consumption of Gasoline & Diesel Fuel  SolidWaste Management & Recycling  Energy Consumption  Water Consumption  Pesticide/Herbicide Use  Hazardous Material and HazardousWaste Management  Endangered Species & Ecological Management  Real Property, Construction & Demolition Management  Storage,Transfer and/or Release of POL (spills) Organizations should know which aspects are associated with their activities and how are they controlled. 8. Objectives and Targets 8 Objectives and targets (O&Ts) are the organization’s goals to reduce environmental impacts.  An EMS objective is an overall goal arising from the environmental policy, environmental aspects review and requirements identified by the organization.  An EMS target is a detailed measurable performance requirement related to the objective. Significant aspects are considered when setting objectives and targets 9. USAG Buchanan Objectives &Targets 9  Reduce gasoline/diesel fuel usage by GSA fleet vehicles/light duty vehicles  Reduce 50% of generated solid waste (SW)  Reduce energy consumption through energy efficiency and reduction of greenhouse gas (GHG) emissions  Reduce water consumption and loss  Reduce usage and application of toxic pesticides and herbicides  Reduce purchase, usage, and disposal of hazardous materials (HM)  Reduce hazardous waste (HW) generation rate  Maintain endangered species populations through habitat conservation  Conduct property transactions (construction, demolition and renovation projects) that include NEPA and environmental considerations from project inception  Manage POL to minimize releases to the environment as a result of spills and/or accidents EMAPs define how O &Ts will be achieved 10. Environmental Programs 10 Environmental Management Action Plans (EMAPS) describe the means and time-frame by which O&Ts are to be achieved include the designation of responsibility at relevant functions and levels of the organization and The Directorate of PublicWorks (DPW) Environmental Division is the Subject Matter Expert (SME) responsible to oversee and carry out execution of the EMAPs. The EMAP Working Groups are comprised of Environmental Compliance Officers (ECOs) throughout USAG Fort Buchanan with technical expertise or job functions related to USAG Fort Buchanan’s significant aspects. 11. EMAPs 12 EMAP #6 – Hazardous Material Management  Objective: Reduce purchase, usage, and disposal of hazardous materials  Target 1: Increase procurement of “ Green Products” that replace HMs by 5% annually.  Target 2: Reduce unauthorized purchases, handling, transactions, and/ or acquisition of HMs through implementation of EESOH-MIS. 13. EMAP #6 – Hazardous Waste Management 13 PRIMARY MECHANISMTO ACHIEVE THIS GOAL: Reduce the acquisition and use of hazardous material and the generation of solid and hazardous waste through centralized inventory control. 14. Best Management Practices 14  Hazardous material (HM) inventories completed by all activities that use/store HM.  HM activities submit HM listings, storage locations and procurement methods of their HM at the time of compliance inspection.  Implementation of EESOH-MIS program for HM.  HAZMAT Authorized Use List (AUL) and product procurement restriction guidelines developed by DPW/LRC and implemented at appropriate levels.  Incorporation of pesticide use reporting requirements into all contracts (tenants, services, construction) 15. Consequences 15 Potential consequences when established policies and procedures are not followed:  Damage to environment and/or human health  Garrison at risk of nonconformance with SEMS policy and requirements  Garrison at risk of non-compliance with regulatory requirements  Garrison at risk of not meeting established objectives and targets  Mission impacts 16. What Can You Do? 16  Know the Garrison’s Environmental Policy  Understand your role in the SEMS  Recognize the environmental impacts of your job  Include environmental factors in all decision-making processes  Perform job in compliance with environmental laws  Help achieve objective and targets  Follow standard operating procedures  Monitor and measure performance of activities  Complete environmental awareness training  Evaluate compliance performance  Communicate environmental concerns / report spills  Implement corrective actions when things go wrong 17.
